Congressional Black Caucus Reaches Record 21 Members

The Congressional Black Caucus grows to 21 members following the 1982 midterm elections, the largest it had been to that point, increasing Black legislative influence on issues including the Voting Rights Act extension, sanctions against South Africa, and domestic social spending.
