Eleanor Holmes Norton began her tenure as the District of Columbia's non-voting delegate to Congress, a position she would hold for more than three decades. A former chair of the EEOC and veteran civil rights attorney, she became the most prominent advocate for DC statehood and a leading voice in Congress.
