Fugitive Slave Act Weaponized Against Free Black People

From its earliest enforcement, the 1793 Fugitive Slave Act was used not only against genuine escapees but to kidnap free Black people in Northern states, falsely claim them as runaways, and transport them South. Pennsylvania passed a Personal Liberty Law in 1826 attempting to slow these kidnappings.
