First Fugitive Slave Act Case — John Davis
Among the earliest documented Fugitive Slave Act cases was the capture of an escaped man in Pennsylvania. The Act's provisions were immediately weaponized not only against genuine escapees but also against free Black people in Northern states who were kidnapped, falsely claimed as runaways, and transported South. Pennsylvania passed a Personal Liberty Law in 1826 attempting to slow these kidnappings, reflecting the Act's immediate abuses.
