Andrew Johnson Vetoes Civil Rights Act of 1866
President Johnson vetoed the Civil Rights Act of 1866, which would have granted citizenship to freedpeople. His veto message argued Black Americans were not ready for citizenship and that Congress had no power to confer it. Congress overrode the veto — the first major override of a presidential veto in American history — but Johnson's obstruction emboldened Southern resistance.
