One-Third of Black Americans Live in Poverty at Decade's Peak

The Black poverty rate reached 33.1% in 1993 — three times the white rate of 10.7%. Some 46% of Black children lived in poverty. Funding disparities between majority-Black and majority-white school districts averaged $902 per pupil. These conditions shaped debates over welfare reform and the crime bill.
