Chester, Pennsylvania Remains National Hub of Waste Facilities in Black Community
Chester, Pennsylvania — 75% Black, one of the poorest cities in the state — hosted five waste-processing facilities, more than any other location in Pennsylvania and more than all other Delaware County municipalities combined. The city's asthma and cancer rates were among the highest in the state. Chester Residents Concerned for Quality Living's decade-long legal battle for environmental justice produced modest EPA concessions but no facility closures during the 2000s.
