Church Arson Prevention Act Signed Into Law

President Clinton signed the Church Arson Prevention Act of 1996, passed unanimously by Congress, enhancing federal penalties for arson of religious property and directing FBI and ATF resources toward investigating church fires. The law responded to the wave of at least 66 Black church burnings in 1995–1996. The National Council of Churches organized a rebuilding campaign raising over $9 million.
