Cincinnati Collaborative Agreement: Landmark Police Reform

Following the 2001 uprising over Timothy Thomas's killing, Cincinnati became the first U.S. city to implement a Collaborative Agreement between the city, police, ACLU, and Black United Front. The agreement mandated community problem-oriented policing, independent oversight, and data collection on stops by race — a model cited nationally for community-driven police accountability.
