Community Reinvestment Act Enacted to Counter Redlining

President Carter signed the Community Reinvestment Act, requiring federally insured banks to serve the credit needs of the communities in which they operate, including low- and moderate-income neighborhoods. The Act was a direct response to documented redlining in Black urban neighborhoods and was championed by community organizers who had used HMDA data to prove discrimination.
