Freedmen's Bureau Closes, Removing Last Federal Safety Net for Black Southerners

Congress allowed the Bureau of Refugees, Freedmen, and Abandoned Lands to close in 1872, ending direct federal oversight of labor conditions, education, and contract enforcement for formerly enslaved people. The Bureau had been the main institution preventing ex-Confederates from reimposing labor conditions resembling slavery. Its closure, five years before the 1877 troop withdrawal, removed a critical layer of protection.
