Consent Decree Forces Gary, Indiana Steel Mills to End Racial Job Segregation
A landmark consent decree reached with nine major steel companies including U.S. Steel's Gary Works required the industry to dismantle seniority systems that had locked Black workers into lower-paid departments. The decree established back pay remedies and promotion goals. Gary's Black workers, comprising the majority of the workforce, had been systematically barred from skilled trades.
