Johnson Vetoes Freedmen's Bureau, Congress Overrides
Johnson vetoed the Freedmen's Bureau renewal bill on Feb. 19, 1866, arguing it was unconstitutional. The Senate initially failed to override. Thaddeus Stevens led the House floor fight; a second Bureau bill passed over Johnson's veto in July 1866. The battle marked open war between Johnson and Radical Republicans over Reconstruction's future.
