Senate Filibuster Kills Costigan-Wagner Anti-Lynching Bill
Southern Democratic senators filibustered the Costigan-Wagner Anti-Lynching Bill to death for the third time in a decade, preventing a Senate vote despite the House having passed the bill. FDR refused to publicly support it, fearing loss of Southern votes for New Deal legislation. At least 130 people had been lynched since 1930.
