Supreme Court Allows Anti-Busing School Board to Halt Annual Rebalancing
In Pasadena City Board of Education v. Spangler, the Supreme Court ruled 6-2 that a school district was not required to annually readjust attendance zones to maintain racial balance once it had achieved a unitary system. The ruling weakened desegregation orders by allowing racial imbalance to re-emerge from demographic shifts without court intervention.
