Supreme Court Allows Anti-Busing School Board to Halt Annual Rebalancing

In Pasadena City Board v. Spangler, the Supreme Court ruled 6-2 that a school district need not annually readjust attendance zones to maintain racial balance once a unitary system was achieved. The ruling allowed racial imbalance to re-emerge without triggering further court intervention.
