Pittsburgh Signs First Police Use-of-Force Consent Decree

Following the Jonny Gammage case and DOJ investigation, Pittsburgh became the first U.S. city to enter a federal consent decree reforming police use of force. The 1997 agreement established officer training requirements, complaint procedures, and civilian oversight provisions. It became a model for subsequent DOJ pattern-or-practice investigations in other cities.
