Vagrancy Laws Funnel Black Men Into Convict Lease System
Southern vagrancy, enticement, and contract labor laws criminalize Black economic autonomy. Men who leave exploitative jobs or cannot prove employment are convicted within days. Fines are set above what defendants can pay; sheriffs lease their labor to employers who pay the fines. The system recreates slavery through the 13th Amendment's criminal justice exception.
