Voting Rights Act Extended and Expanded to Cover Language Minorities

Congress extended the Voting Rights Act for seven years and expanded its coverage to language minorities, requiring bilingual ballots. The extension maintained Section 5 preclearance requirements covering Southern states with histories of discrimination. Black voter registration in the South had grown substantially under the Act but enforcement remained inconsistent.
