Democrats won a massive majority in the 1874 midterm elections, flipping over 90 House seats to gain control for the first time since before the Civil War. The economic depression, scandals in the Grant administration, and Northern fatigue with Reconstruction drove the Democratic wave. The new Congress blocked further Reconstruction legislation and set the stage for the withdrawal of federal protection from Southern Black voters and the compromise that ended Reconstruction.

In August 1874, the White League in Red River Parish, Louisiana forced six white Republican officeholders to resign and leave the state, then killed them and five Black witnesses as they departed. The victims included the parish supervisor, a state representative, and other officeholders. The massacre was part of a systematic White League campaign to destroy Republican governance in Louisiana. Federal response was limited; no perpetrators were prosecuted.

The White League was organized in Louisiana in May 1874 as an openly paramilitary organization dedicated to overthrowing Republican Reconstruction government and restoring white supremacy. Unlike the secret Klan, it operated publicly, drilling in formation and making explicit political demands. At peak membership it had approximately 14,000 armed men across Louisiana.
